Dear Oklahoma City flag committee,
I don't live in Oklahoma (or even in the US) so I'm not sure whether I'm eligible to submit a design for your new city flag. I am, however, a vexillologist (flag enthusiast) of long standing, and am surprised you haven't considered a relatively normal method of creating a flag design - the same method used by such cities as Washington DC and many other cities worldwide (including the one I live in in New Zealand) - that is, creating a banner of arms. In this, the design on the shield of your city's seal or coat of arms is imply expanded to full flag size. In Oklahoma City's case, this would look like the attached file.
